Membership Terms and Conditions

1. The initial joining fee per member is $89(+tx). New Members receive via mail a Public Country Club Photo Member ID card to show to courses at the time of check-in to utilize the membership privileges.

2. Monthly membership dues, currently $65(+tx), is charged automatically on the 1st of each month to the member’s credit card. If payment is not received on the 1st of the month the members PCC ID card will be deactivated until payment is received. If payment is received on the 20th of the month or later a $25 late fee will be charged to the member. Monthly membership dues cover unlimited greens fees* EXCEPT as noted below per respective TIER terms:

Tier 1:
- Monday-Sunday: No surcharge for green fee. Cart = $20 if riding for 18 holes, $12 for 9 holes.
- Saturday-Sunday-Holidays: PCC blackout times from 7:00AM to 11:00AM (play before 7:00 or after 11:00).
- Max of 12 rounds/ month per course.
- Cart fee mandatory on Saturdays-Sundays-Holidays for teetimes BEFORE 7:00am
- Shoulder Season Surcharge as follows:
Monday-Sunday (everyday): 18 holes = $20 ride or walk, 9 holes = $12 ride or walk every day in January, February, March, November & December.

Tier 2:
- Monday-Thursday: No surcharge for green fee. Cart = $20 if riding for 18 holes, $12 for 9 holes.
- Friday-Saturday-Sunday-Holiday: $25 Mandatory surcharge (includes riding cart if taken - whether playing 18 or 9 holes).
- Saturday-Sunday-Holiday: PCC blackout times from 7:00AM to 12:00PM (play before 7:00 or after 12:00).
- Max of 12 rounds/ month per course.
- Shoulder Season Surcharge as follows:
Monday-Thursday: 18 holes = $20 ride or walk, 9 holes = $12 ride or walk in January, February, March, November & December.
Friday-Saturday-Sunday-Holiday = $25 ride or walk (18 or 9 holes) in January, February, March, November & December.

 Tier 3:
- $30 surcharge every day (includes riding cart if taken - whether playing 18 or 9 holes).
- Saturday-Sunday-Holiday: PCC blackout times from 7:00AM to 12:00PM (play before 7:00 or after 12:00).
- Max of 12 rounds/ month per course.

Tier 4:
- $49 surcharge every day (includes riding cart if taken).
- Saturday-Sunday-Holiday: PCC blackout times from 7:00AM to 12:00PM (play before 7:00 or after 12:00).
- Limited to 1 round per month per Tier 4 course.

Tier 5:
- $89 surcharge every day (includes riding cart if taken).
- Saturday-Sunday-Holiday: PCC blackout times from 7:00AM to 12:00PM (play before 7:00 or after 12:00).
- Limited to 1 round per month per Tier 5 course.
- 5-Day Booking Window meaning tee times may be booked up to 5 days in advance (eg. on Monday for Saturday).
NOTE: The restricted (no PCC play) times NEVER CHANGE (apply all 12 months)

3-day booking window
Some high demand courses will have a 3-day booking window. This 3 day policy means you can book Friday tee times on Tuesdays for example. These courses are noted on the course page.

Destination Tier:
PCC members must print out a PCC Voucher to receive special PCC rate. Each Destination course will have different terms for blackout times, surcharge amount, & number of allowable rounds per month as listed on the required voucher.

3. Membership dues are automatically billed on the 1st of the month (year round) and recurrent until request for cancellation is received (see below for information about how to cancel). The initial $89(+tx) joining fee is billed at time of membership registration.

4. The PCC Membership ID card is REQUIRED for check-in at all PCC courses.  Play is not allowed without presence and presentation of your Member ID Card. If your ID card is lost or broken, please visit the members webpage to request a new ID. ($10 replacement fee will be charged). Note: No Card = No Play. It is also mandatory that if members are going to use their PCC Membership, then members must check-in in person prior to their round and show their ID card at every course, every time. No exceptions. Not checking in in person prior to play is a policy violation.

6. Riding carts are only required Saturdays & Sundays for tee times BEFORE 7AM.  If taken, members pay the course at time of check-in the following standardized riding cart fees as stated above in #2. NOTE: Public Country Club Member riding cart fees are the same at all participating courses. Exception: A few PCC courses have layouts that are not walkable (for safety and/or pace of play purposes). Members are notified on the MEMBER page of this PCC website of which courses this applies to.

7. Courses may file a complaint against a member for observed inappropriate behavior including: damage to course or property, verbal abuse of staff, non-compliance with The Public CC guidelines (eg. non-compliance with payment of standardized riding cart rates, late for tee time, no tee time, no shows, showing up with fewer players than reserved, disruptive to play at course, not checking in, not showing ID card, etc.). Member will be notified if a complaint is filed. If the offense is deemed detrimental to the PCC program or multiple complaints are reported against a member, membership is subject to immediate cancellation. PCC reserves the right to cancel memberships for failure to follow the rules of the program or abide by policies.

8. *The Public CC is intended to be a multi-course membership. Members may play up to 12 eighteen hole rounds/ month PER each tier 1, 2, and 3 courses (so 12 rounds x 100+ courses = 1200+ rounds/ month total) included with our $65+tax/month membership. If more than 12 rounds are played at ONE specific course, a fee of $10 per additional 9 holes is billed at the end of the month. Example: If 14 eighteen hole rounds are played at one specific course in a calendar month, the first 12 rounds are included but an additional $40 would be billed for the additional 36 holes ($10 per 9 holes billed). Exception: Tier 4 & 5 play is limited to ONE ROUND per month. Members who play more than 1 round in a month at a Tier 4 course will be billed $95 per additional round played to compensate the course for extra round(s). Members who play more than 1 round in a month at a Tier 5 course will be billed $120 per additional round played to compensate the course for extra round(s).

9. We make no guarantees that you will receive benefits during any given time period. This includes but is not limited to, business closures, government mandated shutdowns, and partners no longer participating in the program. You will be billed membership dues every month until you submit a Membership Cancellation request on the CONTACT page of www.ThePublicCC.com.

10. PCC members that book a tee time are financially responsible for all members of that reserved tee time. PCC reserves the right to charge the member who booked the tee time for any no shows. The member will be contacted to notify of the offense and attempt a resolution. Refusal by the member to accept financial responsibility for lost revenue by the course is deemed conduct unbecoming of a member and grounds for immediate membership termination.

11. Memberships and membership invitations are not transferable and belong only to the person who received the official invitation to join.

12. Whoever books the tee time is financially responsible for all players.

13. PCC members may not book multiple tee times within 5 hours of each other on the same day as PCC is not valid for “group outings”. Note that groups of more than 8 golfers (9 or more) playing together is considered a “group” and not valid for PCC membership use.

14. Member Terms & Conditions may be modified at any time for any reason by PCC if deemed necessary for the continued success of the program. Continued participation via payment of monthly dues shall serve as acknowledgement and agreement to updated Terms & Conditions.

15. Federal Holidays are New Years, MLK Day, Presidents Day, Memorial Day, Juneteenth (June 19), Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, Christmas. As a federal holiday, note if 4th of July is on a Saturday, it is observed on Friday, July 3 and if July 4 falls on a Sunday, it is observed on Monday July 5th. If Juneteenth is on a Saturday, it is observed on Friday (June 18) and if June 19 falls on a Sunday, it is observed on Monday June 20.

16. If a PCC member plays in a tee time booked more than 3 days beforehand at 3-Day Booking Window courses (see MEMBER page for applicable courses), that member will be billed by PCC for the difference between PCC rate paid at check-in and the normal course rate (as posted on their website) PLUS a $10 PCC admin fee. It is all PCC members responsibility to know which courses have this booking window restriction and to be aware of when the tee time was booked so if you are joining a group at a 3-Day Booking Window course, be sure to inquire when the tee time was booked. This charge applies even if the PCC member violating this policy did not make the tee time or if the tee time was made by a non-PCC member. Extremely high demand courses require this policy as a contingency for participation in the PCC program so strict adherence is critical for continued participation in the PCC program.

CANCELLATION POLICIES

18. Member may discontinue membership with a written cancellation notice by the 27th of the month.  All cancellation notices must be submitted via the Contact Us form at https://thepubliccc.com/contact. Text messages requesting cancellation are not accepted. Final month of membership is not pro-rated. For example, if membership is cancelled on the 5th of the month, the final billing still takes place on the 1st of the same month for the full membership dues amount.  The membership will then expire on the last day of that same billing month. If written cancellation is received after the 27th of the month, membership dues will still be billed on the 1st of the following month (i.e. if we receive your cancellation request between between April 28th and May 27th your final membership dues billing will take place on May 1st). Once we have received the contact us form submission you will receive an email confirming your cancellation within 2 business days No refunds will be issued.

19. If Membership is cancelled and member later wishes to re-join, past member must wait 12 months before rejoining the PCC lottery waiting list. Wait time for a membership after the 12 month period is subject to availability. The initial joining fee will apply upon member rejoining. Membership dues may also increase.

20. If a member fails to give a written notice of cancellation, or does not make the final month of membership dues payment, then past member will not be allowed to rejoin due to this policy violation.

21. If an inactive member attempts to play on an inactive membership, this will result in a lifetime ban from The Public Country Club. If a past or present member gives their PCC ID card to another person to use they will be held responsible for the charges as well as can be prosecuted for fraudulent activity. The active member’s membership will be immediately terminated.

By joining, I hereby authorize TwinCitiesGolf.com (dba Twin Cities Golf Organization) to charge, or to initiate transfer from, the account designated above for the purpose of making the recurring monthly payments I owe for TwinCitiesGolf.com’s The Public Country Club Membership dues on the 1st of the month.  I understand that my obligation under this agreement includes my recurring monthly fees, applicable state sales taxes, charges and any other unpaid fees or dues including past unpaid dues, penalties and fees. This authorization will remain in full force and effect during the term of this membership agreement which is OPEN unless cancelled by the Member in compliance with the above cancellation procedure. I confirm that I am authorized under the terms of the applicable agreement with my financial institution to use the account designated for the purchase of goods and services from TwinCitiesGolf.com and agree to comply with the financial institution’s agreement at all times this authorization is in effect. I understand at no time am I eligible to receive any refunds for any amounts paid. I further agree that should I terminate this direct payment authorization, that upon such termination I shall have no further golfing or membership privileges with the The Public Country Club. I also agree to indemnify Twin Cities Golf Organization and all participating PCC courses from any and all damages or liabilities incurred while using the benefits of PCC membership.
